Add Eastern Europe to the list. Everything is cheaper there than in Western Europe and there are a lot of good programmers there.
In Western Europe, there's a lot of business in offshoring (having software developed in for example India), and also in what's called near shoring (having software developed in Eastern Europe).

Yes, you originally asked about IT services and not about "innovations" at all. To me, IT services means when the consultants come around to your place, review your system, and tell you that you should scrap the whole thing and implement something more buzzword-compliant.

OK IT services / IT innovations .. There is no doubt USA is in Numero Uno. Why not even other developed countries?
