Failed to load servlet (WAS - Struts)

I'm deploying a web application that uses Struts in WAS.
The application deploys without any error, but when the application is starting or trying to run it I get the following error:
WebGroup X Servlet Error-[action]: Failed to load servlet: java.lang.ClassCastException: org.apache.struts.action.ActionServlet
I'm using Struts 1.1 and WAS 4.0.4
I already copy struts.jar under WAS/lib
Is ther any special configuration I should do?

Kyle Brown, our resident IBM WebSphere expert, is on an indefinite leave of absence right now. If nobody comes up with anything, try looking around the IBM DeveloperWorks website for some clues.

Well, it appears that your resident IBM WebSphere expert is not responding to this issue, which I've also encountered recently.
I'm wondering if you (Mary) did eventually find a solution to the problem. If so, would you be kind enough to forward me the solution.
If not, would any one be able to offer any useful suggestions?

The struts.jar file should not be kept in a common area such as WAS/lib. It should be included in the WEB-INF/lib folder for each struts application.
