Problem with starting and stopping weblogic server

Hi
We use Weblogic 9.2 for our web-application..We have problem here.. When someone restarts the server, the other team members cannot stop or start it..
Could some one suggest.

That is normal behavior. You cannot start or stop during a restart until the server reaches a stable state

Oh I think I was not clear...The server was started by some user, is in running state and others cant stop it...When they attempt it, they get Destination unreachable sort of errors. But when we check the java processes, the server proces is alive and is on the name of user who started it..

Is the state in Running or does it say something like Resume ? Try to change the server state using the Control -> Start or Control -> Resume options in the admin console
