Why would one use flex instead of just using java fx? Is one more able than the other?

I think, It is just a matter of preference.

Flex definitely provides more features than JavaFX. In my personal opinion JavaFx is not as matured as Flex right now.
It may change in the future.

JavaFx is good, but you have to watch who is endorsing the technology. Sungardhe (www.sct.com) the making of Banner which is used by most colleges and universities as released Flex 3 enabled software modules. I changed job fields to get an opportunity to jump on the band wagon to claim exposure and hands on experience Flex 3. With Oracle, Adobe Flex/Web Development, and web services exposure, the money has to follow.
