Struts2.1.6 and log4j

i am using struts 2.1.6 and i am getting the following error
When i searched for that some had said for a change in log 4j
but i am not using any log4j in my application

Its strange seems to be its not related to log4j error.
If you are not using log4j properties, then its should be of some other error other than log4j.
Search in Struts 2 forum support may be you will get better help.

You need to increase the log level to DEBUG in order to find out what's causing your application to fail on startup. Usual suspects include bad configuration files and missing dependencies.
