how to display special characters?

I've got a problem with displaying some special characters....
I need to display to unicode/utf-8 character “ and ”.
You can find the codes here: the UCS-2 Dec codes are 147 and 148.

But when i see them in firefox, i also get a “...

any idea what i'm doing wrong?

Had the same problem. When I put escaped chars or utf codes the page refused to render and threw exception. So I just use the chars directly with charset declared in the template header and all works just fine.

Wanna install linux on a vacuum cleaner. Could anyone tell me which distro sucks better?
