I think tiles are much 'cleaner' and easier to use than frames. The management of all your tiles is done in one place in a clean xml document. It's much easier to customize and tweak your app as a whole. Tiles also has the potential to do much more than how we traditionally use frames. You can make the app "skinable" with tiles.
