IBM WSAD 5.1 and struts-config

At some point, WSAD started restarting my test environment whenever I saved my struts config file instead of prompting me. This is extremely annoying to me. Does anyone know how to turn this functionality off?

there is an option to just automatically restart it or somewhere in the options screen

in the preferences window, expand Web Tools -> Struts Tools
