Struts Documentation: Comparing Struts 1 and 2
As for which to learn, what is your plan? Do you want to maintain existing programs? There's a good chance they're written with Struts 1. In my experience, Struts 2 is much easier to work with than Struts 1, so I would use it for new programs.
