my app structure ..

gui\WEB-INF

gui\sample\sample.jsp

in sample.jsp .. if i need to refer the tlds in web-inf directory, what configs do i need to make?

There's no such folder as web-inf, it's WEB-INF. Case counts.

None. If the TLDs have valid URIs defined within them, you simply reference the URI in your taglib declarations and the container will automatically find them -- even if they are embedded within jar files.
