Struts Validation

I have validation.xml and validator-rules.xml in tomcat's WEB-INF folder.
when I start tomcat am getting the following warning message in tomcat window;
SEVERE :Skipping validation rules file from '/WEB-INF/validation.xml'. No stream could be opened.
what does this mean?
My struts-config.xml has the following plugin info also:
<plug-in className="org.apache.struts.validator.ValidatorPlugIn">
<set-property property="pathnames" value="/WEB-INF/validation.xml,/WEB-INF/validator-rules.xml"/>
do u see any error?
This is not affecting the application,but only the validation part is not working.

The error means the file was not found.
