Using struts-tags in jsp

I have the next problem, and I'm a little desperate :S

I have included a jsp with javascript in my source jsp:

<c:import url="/myJavascript.jsp" />

Code in myJavascript.jsp:

function addButton() {
myNode.innerHTML = '<s:submit value="Aceptar" method="myMethod" />';

But when the page is rendered, it looks like the server doesn't understand the tag.
There is any solution for doing something like that?

Any help will be appreciated!!
