Best IT Certifications in Japan

Hi to all, I would work in Japan in IT field, so I'm trying to understand what are the most required certifications. Now I have some skill in Oracle (OCA) and Java (SCBCD) technology. I would offer myself as a software architect but the certification that I have to obtain depends on the professional field where I will work. In the case of Service Oriented field I've thought about SCEA cert, IBM SOA Arch cert, and IBM Rational Arch cert. But in the case of Telecommunication field (GSM/GPRS/WIMAX...) what certifications would be the best? Anyway I know that most required 'manager' general-purpose certifications are PMP CISA and ITIL v3 Foundation. Any other suggestment? And hold the IPA certification (with the NEIPT exam) is so basic as the IPA says?
