Deploying a simple web app in Weblogic

Hello,
I am not able to deploy a simple webapp on Weblogic 9.2.I keep getting this error-

Error 503--Service Unavailable
From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1:
10.5.4 503 Service Unavailable

The server is currently unable to handle the request due to a temporary overloading or maintenance of the server. The implication is that this is a temporary condition which will be alleviated after some delay. If known, the length of the delay may be indicated in a Retry-After header. If no Retry-After is given, the client SHOULD handle the response as it would for a 500 response.

Note: The existence of the 503 status code does not imply that a server must use it when becoming overloaded. Some servers may wish to simply refuse the connection.

This is a very simple app.I tried deploying it as both a WAR as well as an exploded app.
I have called the app test.The folder structure is as follows-

test
--WEB-INF
----web.xml

The contents of web.xml are -

I have index.html under the parent folder test.

I don't think it can get simpler than this.

Not sure what I am missing.

Please advise.

Hello,
I forgot to mention that I used the AdminConsole for deployment.Also,I used the ExamplesServer for deployment.When deploying the war did not work,I dropped the exploded version of the app under the folder MainWebApp-i.e weblogic92\samples\server\examples\build\mainWebApp.Since this is a test application,I decided to use the Examples Server.

Do i need to deploy by creating a Domain?

Please advise.

What state is the app in ? It should be started after you drop it. It can be done from the admin console. Select the app and then select the start action
