how unescape some html like <b> <i> and escpae other?

I want to let users use some html, <b> <i> <a href> i mean some formatting tags.
Other will be escaped.
Is there any library to do this? I am searching google and see nothing.
I have only ProcessBBCode library, but BBCode is stupid - I think people know better basic html than BBCode.
