I have seen the Java API describing "ImageReader", but going so technical.

Can you just tell me what this class is really up to in an easy language?

This is the important part: "An abstract superclass for parsing and decoding of images." Only ImageIO plugins (that implement reading and writing of a particular image file format) need to be concerned about this class. Almost all image reading by application code is done through the ImageIO.read method.
