"Failed to Install the MIDlet"

I'm learning JavaME and working with NetBeans 6.8, JavaME SDK 3.0 (and Java 7 ea) to create the example Hello midlet. I'm chosing CLDC 1.0 and MIDP 2.0. The midlet runs on the emulator, but when I visit the .jad file with my Cingular 3125 phone (Windows Mobile 5) the phone downloads the midlet and then says "Failed to Install the MIDlet." There are lots of things I can try but is there any way to drill down and diagnose the problem? The message "Failed to Install the MIDlet" just isn't enough info to know what to try next.
