menu hierarchy confusion

Hi, I am developing this e-shopping website with various categories. I wan to show the same category under diffrent parent categories. For example, backpacks can be under parent category 'Bags & Luggage' and it can also be under parent category 'Backpacking & Hiking'. In first case its level is 3 in the hiearchy and in the second case its level is 4. I dont know how to create consistency among all the categories in the website. Thanks for your help and time. I will be looking forward to your replies.
