Flex 3: Appropiate way for creating a Module Component

Hi,

We are trying to divide our Application based on Modules , Through Flex builder i see there are two ways to create a Module component

1. Selecting a New --->MXML Module or by
2.New MXML Component and in the list of "Based On" components, I selected module

Please tell is there any difference ?? and what is the best way .

One uses inheritance the other doesn't.
