Help me to understand a Use Case!!

Hi,

I am spanish and i have a doubt with a use case description. If moderators think that my question is prohibited, i'm sorry.

The use case description: The system issue a Document to an Enterprise... do it mean that the system sends the Document to the Enterprise? or do it mean that the system create a Document for the Enterprise?

I suppose that the responses say me that it depends on context, but i think that to know the opinion from english speaker is important.
