I have some experience on Java/J2EE, and almos NONE in .NET. But the little I know shows that .NET have some easy to config tools for an easy and straitfoward WEB UI building.

My question is: it's one of JSF objectives to give us developers similar tools? If not, then what it is?

The short answer is "yes." This point was just brought up in another thread, so you can read more about it there.
