need help with struts and ATG dynamo error

Hi all,
I am getting this message when I am trying to access my page.
Taglib declaration specifies a URI of /WEB-INF/tld/sslext.tld that failed to load: java.io.IOException: missing resource: WEB-INF/tld/sslext.tld
we are using ATG Dynamo server. I checked in my program and the path to " .tld" files are fine and all the " .tld files " are located under /WEB-INF/tld/.
Please help me with this problem.
Is there some thing I need to configure with Dynamo to recognise the taglibs ?
