Hi,
I have seen both(Wrox n Manning) books are nice,in my view Wrox is good to begin because you need not to go in the depth of code only think is that you shuld understand the structure and need of struts but Manning is more descriptive which cover all the aspect of structs.

Struts In Action is really cool. It covers almost all aspects of life with Struts. However, if you are a beginner, you may have a little extra learning curve with this. I've read Struts In Action(Manning), Mastering Jakarta Struts(Wiley) and book from O'reilly (I think it's Programming Jakarta Struts).
For beginner 1) Wiley 2) Manning 3) O'Reilly
For intermediate 1) Manning 2) O'Reilly
For advanced 1) Struts source code !
