Preventing Locale From Being Placed In Session

I'm writing a web site that will NEVER be internationalized. I would like to know how to prevent Struts from creating a new user session every time someone visits a page and putting the locale in the session. Really, I'd like a session to be created only when I explicitly create one. Can anybody guide me on this? Thanks.

There's 3 things you need to do:
1) jsps need <%@ page session="false" %>
2) in the struts-config you need <controller locale="false"/>
3) don't use <html:html> tag
