iam not able to find my tag libraries struts-bean.tld and struts-html.tld

Both this and the other topic that you created seem to be about the same problem. Can you show us the code i.e. the taglib directive in your JSP page. Also did you include struts libraries properly in your application??

download these tld files from internet based on which struts version you are using and import them in your project at desired location.

Just out of curiosity, what makes you think you don't have them already? And what makes you think you need them?
