STRUTS 1.1 - Switching between application modules

I was playing with struts 1.1 application modules and having seperate struts-config files and switching between modules and I ran into this. I have an application and I break it down into functional modules wherein each team member could work on each module. All of these modules have common images and I didn't know how I can point to the shared resources from the different modules.

For example let's say I have module1, module2 and moduleC where in I have all the common stuff. Should I be puuting all the jsps and images pertinent to module1 under the module1 directory under web-content in websphere/WSAD? Is there a way for me to have the common ones in moduleC and refer/switch to those without tons of extra coding?

I am not sure if I am clear with my question. Any help would be greatly appreciated.
