Are you creating a service from a WSDL or are you implementing the classes first ?

Hi!
Please see section 4.7 (page 147 and onwards) for an example on how to develop a JAX-WS web service and client using Eclipse and GlassFish.
The document can be viewed/downloaded here: http://www.slideshare.net/krizsan/scdjws-5-study-notes-3085287
If you want to deploy to Tomcat, just install Metro in Tomcat as described here: https://metro.dev.java.net/2.0/
In addition to the process described in the document, you may have to add the sun-jaxws.xml deployment descriptor when deploying to Tomcat. See this webpage for detailed information: http://stackoverflow.com/questions/2511547/how-to-manually-deploy-a-web-service-on-tomcat-6/2534157#2534157
Best wishes!
