I am using jboss-5.0.0.CR1.whether it supports jstl or i have to download it ?

First, do not use 5.0.0.CR1 - that is a very old candidate release. You should be at either 5.0.1.GA or 5.1.0.GA.

Yes, JBoss AS provides jstl.jar. You do need to provide the tag library jar files, such as standard,jar, in you web app as those do not come with JBoss AS.
