ICANN switches the internet off?

I just read that all IP Adresses were given away and that ICANN switched from IPv4 to IPv6 tomorrow midnight (US Westcost time).
And that the shutdown of the rootservers would make the internet unavailable for 24h worldwide.
Posting the link doesn't make much sense because it in German. The news is from the largest TV-Broadcaster here and they are usually very reliable.
Is this a joke?
