Recomendation for manage a local process with a web application.

Hello.

I don't speak english, but I'll make the effort for make me understand

What I have to do is manage a process running constantly (outside the context of the web application). I need stop, start or restart the local process with the web application. This local process was made for send SMS in Java and runs in an server without graphical interface, but now is needed a web module for provide to the process of management.

Is it possible manage a thread or local process from a web application?
What technologies should I investigate?

Could you have that process listen at a socket for commands?

If so then a web application servlet could connect to it.

Thank you very much William is a good idea, I'll make a design basing on the management of the process through commands.

I was reading that you can create J2EE multi-tier applications to coexist on a server (as Glassfish). Would be great that the local process and the web application can share resources and managed in the same environment.
Could use J2EE for my case?
If so. What should investigate?
