A DESCRIPTION MUST specify a non-empty location attribute on the wsdl:import element.

CORRECT example:

<definitions name="StockQuote" targetNamespace="http://example.com/stockquote/definitions">

<import namespace="http://example.com/stockquote/base"
location="http://example.com/stockquote/stockquote.wsdl"/>

<message name="GetLastTradePriceInput">
<part name="body" element="..."/>
</message>
...
</definitions>


My doubt is it says location attribute must be blank but here it is not. am i interpreting it wrong?

As Udaykumar says, this means that the location attribute must not be empty, i.e. it must have a value.

I hope this doesn't come across as patronising, but I am going to assume that English is not your first language.
"non-" is a relatively common modifier in English and easily missed. It negates whatever follows (think "=" versus "!="). So "1,2,3,4" is sequential and "4,1,3,2" is non-sequential. A further example is "sense" versus "nonsense".

And I am going to stop there before this post degrades into nonsense!

Thanks udaykumar.. It was my bad i didn't read it properly and jason if you keep putting your english knowledge over here then this post will remain on top.
