How To Get Status Of External System?

There is an ecommerce site running. This site uses internally some external system. Like to process payment etc.
Now the client will loose customer if such external system will get down.
So is there any way to know the current status of such external system.

One way i thought of create mbean to get status of the external system. But anyway we need
to change our site code that hits the external system api, which client dont want.

Another way is to use of telnet.
Can somebody suggest how to achieve this?

write a standalone program which will check the status of the external system in certain time interval and notify you
