Auto Detection of File Opening

I've got a work related problem that i'm trying to come up with a solution for. Essentially what I would like to do is write a program that as soon as a file is opened it will automatically back it up. I'm just wondering what would be the best way to do this and in what language. I'm sure this consists of some sort of event listener but I'm not sure how to implement it.
