I am interested in the cattle drive learning scheme but i am a bit confused at the moment what i need to know is payment required for the java college program or is it free

It can be free or not, depending on what you want.

If you read this page about the cattle drive, you will see that if you want the benefits of the code review/nitpicking, you will need to pay.

If you only want to use the assignments as exercises all by yourself (with no instructor's solutions given), then it is free.
