Help with some Math please

I need some help.
Lets say im trying to code a simple game, where I have 4 random numbers, and the player has to:
1) Add, subtract, multiply or divide all 4 numbers with each other to get the number 21.
2) Number can only be used once.
How would i go about with that algorithm?

What have you tried/gotten so far?
I’ve looked at a lot of different solutions, and in my humble opinion Aspose is the way to go. Here’s the link:
