simple question about formbean

I am new to Struts, so this is a rather simple question. I see that some action have formbean stated inside the action tag and some do not, even though the data also seem buffered somewhere for the latter. Please explain.

1) <action
path="/xxx"
parameter="method"
name="xxx"
input="xxx.xxx.xxx"
scope="request"
validate="false"
type="xxx.xxx.xxx">
<forward name="success" path="xxx.xxx.xxx" redirect="true"/>
</action>

2) <action
path="/xxx"
parameter="xx"
type="xxx.xxx.xxx">
<forward name="success" path="xxx.xxx.xxx" redirect="true"/>
</action>
