Need For Build Tool(Ant)

what i thought about Ant tool is : 1) If any changes in servlet , no need to compile
2)It creates war file and deploy the same to target server.
I think these are all actions performed my Build tool (ANT) . Is it correct or not

No. If one changed a servlet, he could use Ant to recompile and redeploy it.
Weblogic has a feature where it can automatically pick up changes for itself (see here).

Ant can deploy a WAR to the Weblogic Autodeploy directory just by copying the WAR. Weblogic has Ant Tasks that extend Ant to be able to control a Weblogic server.
