Struts internationalization/Localization for form elements.

I have configured my application with .properties file and the field labels and such are fetched by struts framework using bean:message tags. Suppose there are labels in <SELECT> fields. How do I ensure that they also displayed from the properties file (according to the locale)? Some values in the drop-downs are set in the page while some are fetched from the Db. Any suggestions will be highly appreciated.
