The simplest option, as far as I know, if you do not want to involve yourself in the details of web services, is to use NetBeans.
NetBeans has very good tooling which even support drag-and-drop generation of operations on a web service.

With this said, if you want more control and do want to involve yourself in the details of web service development, then NetBeans is not the best option.
