validation error

I have created small struts application. If I plug-in value="/org/apache/struts/validator/validator-rules.xml, then it works fine . but if I plug-in value ="/WEB-INF/validator-rules.xml" then error is coming. I have validation-rules.xml also. Is there any changes I have to do any where? Do i need to write validate() method? I can't understand why is the error is coming. I would appreciate if any body can help me.

This error is coming

org.apache.commons.validator.ValidatorException: No such validation method: org.apache.struts.validator.FieldChecks.validateRequired(java.lang.Object, org.apache.commons.validator.ValidatorAction, org.apache.commons.validator.Field, org.apache.struts.action.ActionMessages, javax.servlet.http.HttpServletRequest)

Are you using an appropriate version of the validations library?

I have taken library files and validation-rules.xml files from different place. so is there any problem with that? do you know validation example using validation-rules.xml which I can download from web?
