Does anybody know how Google's selection process works?

What do you mean? You mean how things get into the "public gallery" or "editor's picks?" The Picasa page is for the photos you've uploaded to Picasa already.

I am talking about 'Public Gallery'. How does Google choose photos for 'Public Gallery'? If you open one of the photos , you would see a comment from Picasa team "Congratulations, your photo was chosen as a featured photo!". So how do they select/pick the photos our of millions of photos? and I could not find any information about their selection process.

View count, comments, and Likes are indicators that help us choose Featured Photos at http://picasaweb.google.com/lh/featured?feat=featured_all#, but we also judge photos based on artistic merit and photo quality. Our team selects these photos as a group, so it's not an exact science by any means.
