Connecting two JWS apps over the internet

This may belong in the networks section, I'm unsure tho..

My question is: How do you change a Java app so that it can connect to IP addresses over the internet? So my current JWS app can connect to local IP's or IP's through tools like hamachi, but not a internet IP address. What are the steps required to allow you to connect two machines over the internet, and how would you change the JNLP (e.g any extra security tags).

If this is indeed solely a networks question (i.e the JNLP wont change) then feel free to move it to the networks section.

Any help is appreciated
