i am new to any database and want to study sql and want to have good knowledge on it.
so, please suggest me the the best book to read

There is no such thing as a "best" book. Have a look on JavaRanch 
There aren't many basic books in there, but there is a review of one by Paul DuBois. See if you can find other things he has written; I have a DuBois at home and liked it.
