Can someone explain to me what this error is and why I'm getting it please? I know it'll be some rookie mistake.
I changed this code from constructing the new Vector at compile-time to constructing the Vector during run-time.
Is this a bad idea, are there better ways of doing this?

I apologise for wasting the last minute of your life.
(While to some of us it's obvious you're missing some parentheses, for the sake of those that might have a similar problem, it's good to also follow up with what the problem was. But glad you got it worked out :)
