Eclipse Error: "Syntax error on tokens, Expression expected instead"

Error @ Line 07; "new Vector<String>"

Can someone explain to me what this error is and why I'm getting it please? I know it'll be some rookie mistake.
I changed this code from constructing the new Vector at compile-time to constructing the Vector during run-time.

Is this a bad idea, are there better ways of doing this?
