Tomcat 7.0.0 Manager Access

Hello. I've set up Tomcat 7.0.0 on winxp. I visited the localhost page to make sure it was up and running and attempted to log into the manager but it prompts for a username and password. So I go to apache\conf\tomcat-users.xml and edited the users to

and still no luck logging in. I've searched google and nothing came up. I've read the documentation but not sure if I'm missing something. I am a newbie...

ugh, just had to restart tomcat *facepalm* failllll lol
