Can Business Delegate and Service Locator pattern provide Better Performance?
yes/no.
My answer : yes
because SL caches the requests it improves performance by reducing the time for look up.

I agree you can cache the references to services (SL) and you can even think of chaching results of a business service (in the Business layer) to avoid network traffic for remote business services (BD)
