what will happen if i create a different policy file and change it before the jvm starts?

That depends on whether or not the JVM is set up to use the policy file. If you use the "java" command to start a JVM from the command line, then no policy file is used at all. If you are, in fact, starting the JVM so that the policy file you wrote is used, then it will be applied.
 
With a little knowledge, a cast iron skillet is non-stick and lasts a lifetime.
