How to capture image from the webcam onclient side from a web page?

I dont know which category the above query belongs to but I have seen the functionality on facebook in the edit profile picture where we can take a picture from the web cam of the users picture and save it on the server and display it as a profile picture for the user .I would like to know how that functionality is coded .I would like to know what technology or what concept related to HTML,Javascript etc is used ?

It's done with Flash.
