Definitely. The SDK comes with simulators for both iPhone and iPad. However, some features will not be present (camera, GPS, in-app SMS), but it's still very useful for learning. The SDK requires Mac OSX, so you have to have a Mac device
Yeah, I know. But if that's the option, that's the option, and it's a major part of the battle. Anybody can learn an API, learning a language is a different type of issue.

You have to register as an iOS developer (that's free) to be able to download the SDK. To try on real devices, you have to join one of the programs (99 USD per year). This program will also allow you to publish your apps to the app store
