Missing message for key "xxxxx.xxx"

hi everyone,
This is a common error and have been through it before. It was easily solved when I followed the normal tricks posted on this site.
My application was also running correctly getting the right messages and all that. Today, however, Missing message for key "title.login" error is driving me nuts. I have the "ApplicationResources" file saved in the /WEB-INF/ folder.
I also make sure that it is properly set in the struts-config.xml as

my web.xml:

I checked over and over to make sure the ApplicationProperties file is in the right folder. I even had it working earlier on during the day and even backtracked on my codes to earlier versions (which was working perfectly). This error has confused me a lot and if anyone has any possible sources of error (pitfalls) that I might be not paying attention too, please let me know.
Thank you for sharing my frustration today.

lee,

when you say <message-resources parameter="ApplicationResources it looks for your ApplicationResources.properties file under classpath. Put this properties file under your \classes folder and let me know how it works

i just observed your web.xml, for my previous solution to work, you don't need entry in web.xml otherwise it's fine.

hi Vicky,
Thanks for your response. I removed the entry from the web.xml and the struts-config.xml file was actually in the right folder WEB-INF/classes. I played with ApplicationResouces file and also with the struts-config.xml and now it works. What worries me is the fact that it was working before when I had the entry in web.xml and all of a sudden it stopped to work?
Thank you once again.
